Conneil thereof, to establish a Spirit
Farm in the Colony and to consolidate
and armend the Ordinances relating
to Distilleries and to the sale of "Spirituous and Fermented Liquors

Mr Rufell, the Acting Attorney
General, has drawn this bill
on the
model of the Spirit Farm Ordinance

of the Straits Settlements. If it
should become law I believe it
will enable me to add frot Sixty to righty thousand Dollars
a year
to the permanent revenue
of the Colony.

in providing
a more effectual
check on the sale of deleterious
Spirits in Houtkong.
